Solar Street Light HSN Code and Taxation Guide

- •Primary HSN Code: 9405 (Solar lamps/lighting fittings)
- •GST Rate: 12% for solar-powered lamps (standalone/integrated)
- •SAC for Installation: 9954 or 9987 (18% for services)
- •Benefit: 5% or 12% concessional rates vs. 28% for conventional lighting.
I’ve spent 35 years at Bridgeway Power looking at roofs, bills, and tax invoices. One thing that consistently trips up RWAs in Delhi and factory managers in Manesar isn't the technology—it’s the paperwork. Specifically, getting the solar street light HSN code and the GST percentages right so they don't get flagged by an auditor three years later.
If you’re buying solar street lights for a gated community or a commercial yard, you aren't just buying "bulbs." You're buying a power plant integrated into a pole. The tax treatment reflects that complexity. In India, conventional lighting usually hits the 18% or even 28% GST bracket, but solar street lights enjoy a concessional rate of 12%—provided you use the right HSN code and understand the "composite supply" rules.
Identification of HSN code 9405 for Solar Lamps
The Harmonized System of Nomenclature (HSN) is the DNA of your invoice. For solar lighting, the magic number is 9405.
Specifically, solar-powered lamps, including solar street lights and lanterns, fall under this heading. If your vendor uses HSN 8541 (Solar Cells/Modules) for the whole street light unit, they’re doing it wrong. While the panel itself is 8541, once it’s assembled into a lighting system, the classification shifts to 9405 40 10 or similar sub-categories for solar lamps.
We’ve seen cases where RWA members in Janakpuri were confused because their contractor quoted different codes for the battery and the pole. In a standalone solar street light unit, the entire assembly should ideally be treated as a single product to avail of the 12% rate.
Solar Lighting GST Slabs (2025-2026)
| Product / Service Category | HSN / SAC Code | Applicable GST Rate |
|---|---|---|
| Standalone Solar Street Lights (Integrated) | 9405 | 12% |
| Solar Lanterns & Lamps | 9405 | 12% |
| Solar Modules (Sold separately) | 8541 | 12% |
| Solar Inverters (Sold separately) | 8504 | 12% |
| Battery (Lead Acid / Lithium) - Sold separately | 8507 | 18% - 28% |
| Installation & Maintenance Services | 9954 / 9987 | 18% |
Note: The 12% rate is the concessional rate for "Solar Power Generating Systems" and related lamps under the latest CBIC clarifications.
Applicable GST Rates for Standalone Units
When you buy a complete solar street light—panel, battery, controller, and LED luminaire—it is taxed at 12%.
I often tell our clients that the 12% rate is a huge win. Compared to a high-mast conventional light that might attract 18% or 28% depending on the components, solar is significantly cheaper on the tax line alone. However, this only applies if the invoice is for the goods. If you are hiring a company to do a "Turnkey Project" (Supply + Installation), it becomes a Works Contract.
In a works contract, the tax is usually split 70:30 (70% goods at 12%, 30% services at 18%). Don't let a vendor charge you a flat 18% on the whole hardware cost just because they are lazy with their accounting. Use our Solar Calculator to see how these tax savings impact your overall ROI.
Integrated vs. Split Solar Street Lights: The Tax Nuance
This is where things get technical in the field.
1. All-in-One (Integrated) Solar Street Lights
In these models, the battery, LED, and panel are all in one housing. From a GST perspective, this is a "Solar Lamp" (HSN 9405). The solar lamp HSN code applies to the whole unit. It’s clean, simple, and almost always 12%.
2. Split (Two-in-One) Solar Street Lights
Here, the panel is separate from the battery/light box. If you buy these as a kit under one line item, the 12% rate holds. But if you buy the battery from one shop and the LED from another to save a few rupees, you’ll pay 28% GST on the battery (HSN 8507) and 18% on the LED.
We recently helped a housing society in Dwarka realize that by buying separate components to "save" on the base price, they were losing 16% purely to GST on the batteries. Always buy the integrated kit for the best tax efficiency.
Invoicing Requirements for RWA Common Area Projects
If you are an RWA board member, your invoice needs to be bulletproof. Most RWAs in Delhi aren't GST-registered, meaning you can't claim Input Tax Credit (ITC). The GST is a pure cost to you.
Essential Invoice Checklist:
- HSN Code: Ensure 9405 is mentioned for the light units.
- GST Breakdown: Check if CGST and SGST (or IGST for inter-state) total 12% for the hardware.
- Service Component: If they are installing it, the labor should be a separate line item under SAC 9954 at 18%.
- Warranty Terms: The invoice should mention the 2-5 year warranty typically provided for solar street lights.

What would solar save on YOUR bill?
Solar Depreciation & Tax Benefit Calculator
Based on Section 32 — 40% WDV + 20% additional depreciation (Year 1)
Real Example: A Society in Gurgaon

A society in Sushant Lok wanted to install 20 solar street lights to replace their aging sodium vapor lamps.
- Conventional Option: Total hardware cost ₹4,00,000 + 18% GST = ₹4,72,000.
- Solar Option: Total hardware cost ₹5,00,000 + 12% GST = ₹5,60,000.
Even though the base price for solar was higher, the lower GST and the fact that their monthly common area electricity bill dropped by ₹8,000 meant the system paid for itself in under 3 years. Plus, they avoided the BSES load increase charges that usually come with adding more high-wattage lights to a transformer.
Why HSN Accuracy Matters
If your contractor uses the wrong solar street light HSN code, the DISCOM might raise objections during a safety audit, or more likely, the contractor might face a GST reversal. If they go out of business due to tax penalties, your 5-year warranty is worthless. This is why we focus on AMC and maintenance from day one—we ensure the paperwork is as durable as the panels.
For larger commercial yards, remember that you can claim 40% accelerated depreciation on solar assets in the first year. This is a massive tax shield for businesses. You can read more about this in our guide to solar tax benefits.
FAQ
What is the primary solar street light HSN code?
The primary HSN code for solar street lights is 9405. It covers solar-powered lamps and lighting fittings. Using this code allows you to access the concessional 12% GST rate rather than the standard 18% or 28% for electrical components.
Is GST on solar outdoor lighting different from indoor solar lamps?
No, both generally fall under HSN 9405 and attract a 12% GST rate. However, if the outdoor lighting includes heavy structural poles sold separately, those poles might be taxed as steel structures at 18%. It is always better to buy them as a "lighting system" to maintain the 12% rate.
Can an RWA claim GST back on solar street lights?
Most RWAs are not GST-registered and therefore cannot claim Input Tax Credit (ITC). The GST paid on the invoice is a final cost. However, because solar street lights have a lower GST rate (12%) compared to conventional lights (18-28%), the tax burden is still lower for the society.
Why is the solar street light price GST sometimes quoted at 18%?
This usually happens when the vendor is quoting for a "Works Contract" where supply and installation are bundled together. Under Indian GST law, a mixed supply of goods and services for a project often defaults to the higher service rate of 18% unless the components are clearly itemized.
Does the solar lamp HSN code apply to the battery too?
If the battery is integrated into the solar lamp unit at the time of sale, the entire unit uses HSN 9405 at 12%. If you buy the battery separately as a spare, it falls under HSN 8507, which attracts 18% or 28% GST depending on the battery type.
