    Haryana’s power distribution is split between two major utilities. While the Haryana Renewable Energy Department (HAREDA) sets the broad policy, the actual implementation of your net meter happens at the sub-division office of your specific DISCOM.

    The technical standards for solar are identical, but the portal workflows and administrative speeds often differ.

    Mandatory Solar Rooftop Regulations in Haryana

    If you are building a new house in Haryana, solar isn't an "option"—it's a requirement for your Occupation Certificate (OC). The Gurugram solar mandates are particularly strict because of the city's massive energy appetite.

    Per the Haryana Government directives, the following categories must install rooftop solar:

    1. Residential Plots (500 sq. yds to 1000 sq. yds): Minimum 1 kWp or 5% of sanctioned load, whichever is higher.
    2. Residential Plots (1000 sq. yds and above): Minimum 2 kWp or 5% of sanctioned load.
    3. Private Schools/Hospitals: Mandatory solar if the sanctioned load exceeds 30 kW.

    I often tell clients: don't just install the "minimum" 1 kW to get your OC. A 1 kW system only generates about 120 units a month. If you have a 1.5 Ton AC, you'll burn through that in three days.     Many consumers ask if the DISCOM can "refuse" their solar application. Under the dhbvn or uhbvn electricity act framework (The Electricity Act, 2003, Section 43), the DISCOM is duty-bound to provide a connection.

    More importantly, the Electricity (Rights of Consumers) Rules, 2020 mandates that:

    • Net metering must be provided for loads up to 500 kW or up to the sanctioned load.
    • The DISCOM cannot delay the process unnecessarily once the installation is certified by a chartered engineer or the DISCOM's own inspector.

If the DISCOM fails to install the meter within the stipulated period after you’ve submitted the Work Completion Report (WCR), you can approach the Consumer Grievance Redressal Forum (CGRF).

    The biggest bottleneck in Haryana isn't the panels; it's the meter. Sometimes the sub-division office claims they are "out of stock."

    Here is what we do for our clients:

    1. Private Procurement: If the DISCOM doesn't have meters, you have the right to buy your own HT/LT secure meter (must be DLMS compliant and tested at the DISCOM MT lab).
    2. CM Window: If a net meter is pending for more than 30 days post-WCR without a valid technical reason, filing a grievance on the Haryana CM Window usually gets things moving in 72 hours.
    3. CGRF: For larger commercial plants, the Consumer Grievance Redressal Forum is the formal route for disputes regarding solar credit banking or billing errors.

    Pricing and Subsidy (2025-2026)

    Currently, Haryana follows the PM Surya Ghar Muft Bijli Yojana. There is no additional state-specific cash subsidy for residential homes beyond the central grant, but the high electricity tariffs (up to ₹7.1/unit for top slabs) make the ROI very attractive.

    Choosing the Right Structure

    Does DHBVN offer a state subsidy for solar?

    Currently, residential consumers in Haryana only receive the central subsidy under the PM Surya Ghar scheme (up to ₹78,000). There is no additional state-level cash top-up like in Delhi or UP. However, the savings come from the high slab rates of ₹7.1 per unit.

    Can I install solar if I am a tenant in Haryana?

    Yes, but you need a No Objection Certificate (NOC) from the landlord. The net meter will be linked to the existing electricity connection in the landlord's name, and the billing benefits will accrue to that account.

    What is the maximum solar capacity I can install?

    You can install up to 100% of your sanctioned load. If you have a 5 kW meter, you can install up to a 5 kW solar system. If you need more, you must first apply for a load enhancement with DHBVN or UHBVN.

    How long does the UHBVN solar application process take?

    From the day you apply online to the day the net meter is installed, it typically takes 45 to 60 days. This includes feasibility approval, installation, inspection, and meter testing.

    Is net metering available for shops and industries in Haryana?

    Yes, but for commercial and industrial (C&I) categories, the rules for "banking" units differ. Surplus energy is usually adjusted within the same billing cycle or financial year, depending on the current HERC tariff order.
