What size solar system do homes in DLF Phase 2 actually need?

Does net metering cap how large a system I can install in DLF Phase 2?
Effectively, yes. DHBVN sanctions a net meter against your sanctioned load, not against your roof area, so a 15 kW array needs the sanctioned load raised to match before the file is accepted.
The enhancement is applied for at DHBVN — Gurugram (Sub-Urban) sub-division, DLF Phase 2 / Rapid Metro feeder, and it runs in parallel with the net-metering application rather than after it. Do I need a three-phase connection for a 15 kW system?
Above roughly 8 kW, Delhi NCR DISCOMs require a three-phase service, so a 15 kW system in DLF Phase 2 is a three-phase install.
Many independent houses here are already three-phase for air conditioning and pumps; where the connection is still single-phase, the conversion is a standard DISCOM application handled alongside the load enhancement. The inverter is specified three-phase from the start so nothing has to be swapped later.
How much roof does a 15 kW system with an EV charger need in DLF Phase 2?
Plan for about 100 sq ft of shadow-free area per kW, so roughly 1,500 sq ft for 15 kW.

Why doesn't the PM Surya Ghar subsidy matter much at this size?
The central subsidy is capped near the 3 kW mark, so on a 15 kW system it covers a small fraction of the cost while binding the design to subsidy-eligible equipment and timelines.
Haryana adds no state top-up, so the central amount is the whole of it. Skipping it lets us buy on price and specification instead, which is worth about ₹6,000 per kW off the installed rate — more than the subsidy returns at this scale. Net metering, which is where the real economics sit, is unaffected either way.
